I would like to offer some support for Anya's argument. I believe that an honor code would work amazingly in theory, but so would communism. The fact is, that if the honor code was only enforced by school authority, little would be achieved. School officials have more important things to do than baby sit students who should be responsible.
I think that Anya's peer-punishment system would be much more effective. It is easily seen that your peers would be better at punishing someone who cheated, because this code is links people together. it relies on the "if you won't cheat, i won't cheat" trust between students. And lets face it, no detention or academic probation can compare to the severity of peer ridicule. If someone cheats all the students will know about it because they have to deal the punishment, thusly you will be losing the trust of many more people, not just the teacher.
Some may argue that this could also be seen as an "if you won't tell, i won't tell" but because the peers are doing the punishing, they are more directly involved and thus, won't let other people slide.
